Minutes Summary of 9-7-2006

               

The regular meeting of the City Council was called to order by Mayor Bob Schabert in the Courtland Community Center on Thursday, September 7, 2006 at 7:00 pm.  All council members were present.

 

Voges made a motion to approve the amended agenda to include civil defense sirens and visitor Kathy Sheran, candidate for Minnesota senate.  Poehler seconded the motion.  The motion carried with all in favor.

 

Poehler made a motion to approve the written minutes from the August 3, 2006 regular city council meeting.  Voges seconded the motion.  The motion carried with all in favor.

 

Wietecha had given the council a list of some additional bills to approve along with the list of bills presented by the clerk. 

Upper Riverview Project;

1.     Bolton & Menk - $1,950 – half of engineering associated “city portion” of project.

2.     Heiderscheidt-$5,950-connection of new main to old main at end of Zimmerman.

3.     Heiderscheidt-$2,662.50-stub off west side of project/future water main extension.

4.     Heiderschedit-$4,970-extra hydrant on end of Lagoon Drive

5.     Zinniel Boring-$8,540-water service lines on Lagoon Drive(assessed to properties)

6.     Zinniel Boring-$861.88-half of water main testing for project.

Courtland Plains II:

1.     Courtland Partners - $50,355.85 – balance of $66,000 TIF pledged to project. Copy        of $102,890.98 bill from MR Paving provided.

Industrial Road Project:

Bolton & Menk - $992.50-additional design/survey work ($2,600???already paid).

 

These bills were in connection with the extension of our water main and connection of the three homes on Lagoon Drive, the balance of TIF pledged to the Courtland Plains 2 project, and the Bolton and Menk bill for the road in the industrial park.  He also proposed payment of the bills from Heiderscheidt for the water main extension.  The council discussed these additional bills before they voted on paying all bills.  Schwartz felt that the Heiderscheidt bill was a little high and he asked Doug Gulden to contact them about the bill to see if it was correct as billed.  The following bills were proposed for payment:

 

Schwartz made a motion to approve the August 2006 bills.  Also all of the additional bills except for the bills from Heiderscheidt.  Poehler seconded the motion[CoC1] .  The motion carried with all in favor.

 

Schwartz made a motion to approve Resolution 06-108 for Conditional Use Permit for Courtland Recreation Association.  Kollmann seconded the motion.  The motion carried with all in favor.

 

Schabert made a motion to add Robert Bruns and Bridgette Kennedy from the County Auditors to the Courtland election judge roster.  Voges seconded the motion.  The motion carried with all in favor.

 

Schwartz made a motion to approve Resolution 06-109.  Poehler seconded the motion.  The motion carried with all in favor.

 

Schabert made a motion to donate $50.00 to the Courtland Lions Club for their 25th anniversary ad in the Ledger.  Schwartz seconded the motion.  The motion carried with all in favor.

 

Gulden informed the council that he had contacted  several companies for  bids to replace the fence around the park.  Also he needs to contact the homeowner next to the park to see about removing the big tree next to the fence on the west side of the park as it is in the way.  He asked the council for guidance as which company to hire.

 

Poehler made a motion to hire the lowest bidder if bids compare apples to apples.  Schwartz seconded the motion.  The motion carried with all in favor.

 

Schwartz made a motion to approve the proposed budget.  Kollmann seconded the motion.  The motion carried with all in favor

 

Schwartz made a motion to approve Resolution 06-110 Proposed Levy of $100,079.00 for 2007.  Kollmann seconded the motion.  The motion carried with all in favor. 

 

Schwartz made a motion to set our truth in taxation hearing dates for December 4th with the continuation hearing to be held on December 11th.  Poehler seconded the motion.  The motion carried with all in favor.

 

Schwartz made a motion to adjourn.  Poehler seconded the motion.  The motion carried with all in favor.
