Minutes Summary 10-2-2008

 

The regular meeting of the City Council was called to order by Mayor Bob Schabert in the Courtland Community Center on Thursday, October 2, 2008 at 7:00 pm. All council members were present except Al Poehler.

 

Schwartz made a motion to approve the amended agenda to include city office and office furniture.  Kollmann seconded the motion.  The motion carried with all in favor.

 

Schwartz made a motion to approve the written minutes of the September 4, 2008 regular city council meeting.  Schabert seconded the motion.  The motion carried with all in favor.

 

Doug Gulden gave a report on the work that has been done on the water tower.  He stated that the painting had been done and a pump to keep the water circulating was installed so that it won’t freeze up again this winter like it did last year.  He also said that the people that installed the pump told him that there was quite a bit of sediment in the bottom of the tower so he made arrangements to have the tower cleaned yet this fall. He said that all repairs and the installation of a cage on the ladder to deter access have been completed. Also they would be flushing water hydrants in the near future.

 

Gulden also gave a report on Fiemeyer Drive stating that M. R. Paving have finished all of the overlay.  Also they widened corners on to the side streets from Foothills Road because they were too narrow and traffic was making mud holes by cutting the corners too short. 

 

Gulden also brought up the zoning permit that was issued to S & S Motors for the new warehouse that he is building behind the current building.  Schaefer stated at the time he obtained his permit that he doesn’t have any intentions of selling this piece of property separate from the current building.  He is running water and sewer to the new building across his property and hooking into his current hook-up.  It was discussed that if he were to sub-divide this property in the future and sell off the parcel it could be a real problem because the water and sewer access would be across his property and not public property.  Bents pointed out that in order to sell any of this property off he would have to approach the city to do a simple lot division and at that time we would have to deal with the issue of the water and sewer access. 

 

Schabert gave a report on his activities on behalf of the city this past month.  He attended meetings for Region 9 in Mankato, Nicollet County Commission meeting, Vision 20/20 meeting in Mankato and also talked to the project manager for District 7 on the Highway 14 project concerning the route of the 4-lane highway.

 

The council reviewed Nielsen’s report for the police department.  Gulden asked that perhaps we could have Dave spend 5 of his 10 hours for the month of October patrolling from 9 pm to 2am on Halloween.  The council directed the clerk to call Dave and ask him to do this for the city.

 

Schwartz made a motion to waive the reading of Ordinance 08-103 to Administer and Regulate the Public Right-of- Way in the Public Interest, and to Provide for the Issuance and Regulation of Right-of-Way Permits.  Schabert seconded the motion.  The motion carried with all in favor.

 

Schwartz made a motion to approve Right-of –Way Ordinance 08-103.  Schabert seconded the motion.  The motion carried with all in favor.

 

Kollmann made a motion to waive the reading of the 08-104 An Ordinance amending Section 303.11 of the city code of the city of Courtland relative to feedlots within the City.  Schwartz seconded the motion.  The motion carried with all in favor.

Schwartz made a motion to approve Suzanne Zimmermann as an election judge for the general election on November 4, 2008.  Kollmann seconded the motion.  The motion carried with all in favor.

 

Schwartz gave a short talk on the community center as to the city being able to take over the meeting room as city chambers and everyone else will have to hold their meetings in the big room.  Also he stated that the board of the community center have decided to hire someone new to clean and maintain the building.

 

Schwartz made a motion to approve the bills for the month of September 2008 for payment.  Kollmann seconded the motion.  The motion carried with all in favor.

 

Schabert made a motion to adjourn the meeting.  Schwartz seconded the motion.  The motion carried with all in favor.
