January 3,
2008 Minutes Summary
The regular
meeting of the City Council was called to order by Mayor Bob Schabert in the
Courtland Community Center on Thursday, January 3, 2008 at 7:00 pm. All council members were present.
Schwartz
made a motion to approve the agenda as presented. Nielsen seconded the motion. The motion carried with all in favor.
Nielsen
made a motion to approve the written minutes for the truth in taxation hearing
held on December 3, 2007. Schwartz
seconded the motion. The motion carried
with all in favor.
Kollmann
made a motion to approve the written minutes for the regular city council
meeting held on December 3, 2007.
Schwartz seconded the motion. The
motion carried with all in favor.
Schwartz
made a motion to approve the minutes of the truth in taxation hearing held on
December 10, 2007. Poehler seconded the
motion. The motion carried with all in
favor.
Nielsen
made a motion to approve the December bills for payment. Schwartz seconded the motion. The motion carried with all in favor.
Doug
Gulden gave a short report on the utility department. He stated that he still needed to check on
the grinder pump at America Midwest Transportation.
The council
reviewed the written police report for the month.
Schabert gave
a short report on the different meetings that he had attended on behalf of the
city. He also stated that the rural fire
association’s annual meeting would be held on February 6, 2008 at 6:30pm. He asked the city clerk to call all the
council and remind them of this meeting.
The city
clerk requested permission to attend the Municipal Clerk and Finance Officer
Association annual conference in Alexandria in March. Schabert made a motion to approve sending
Bonnie Hubert to the annual conference.
Schwartz seconded the motion. The
motion carried with all in favor.
Al
Poehler gave a report on the search for a skid loader for the city to replace
the old tractor. He gave each member of
the council a comparison report on the units that the committee had looked at and
considered.
The committee
asked for guidance as to how much money would be available to purchase a
unit. It was suggested that they try to
trade in the old tractor. Schwartz
made a motion not to exceed $20,000.00.
Nielsen seconded the motion. The
motion carried with all in favor.
There
was discussion about building a city office and what steps we need to take to
get started. Now that the council budgeted some money for this project the council said we
need to get started so that it would at least be enclosed in the fall so it
could be finished during the winter.
Schwartz
made a motion to approve Resolution 08-101 Supporting Draft Environmental
Impact Statement on Highway 14. Nielsen
seconded the motion. The motion carried
with all in favor.
A
memo was presented to the city council members on employee evaluations and
compensation. There was a brief
discussion on the evaluations and the evaluations have been filed in the
employee’s personnel files. Schwartz
made a motion that the Courtland City Council adopts the employee evaluations
and the compensation recommendation of an increase of 2.75% increase for the Courtland City
Employees retroactive to January 1, 2008.
Nielsen seconded the motion. The
motion carried with all in favor.
Schwartz
made a motion to approve the 2008 appointments as presented. Nielsen seconded the motion. The motion carried with all in favor.
Nielsen
made a motion to adjourn the meeting.
Schwartz seconded the motion. The
motion carried with all in favor.
The
meeting adjourned at 8pm.
