The
regular meeting of the City Council was called to order by Mayor Bob Schabert
in the

Ben Leonard of the Nicollet County Historical Society told
the council that the historical society would like to represent all parts of
The city clerk informed the council that she had received a signed notarized copy of the development agreement for the Upper Riverview Development.
The council discussed the Courtland Plains 2nd
Addition and asked the clerk to include it on next month’s agenda. They also directed the clerk to send a letter
to Gene Voges to ask him to mow the ditches and the lots within ten days. The
council directed the clerk to keep the Courtland Plains 2nd addition
to discuss how to handle the TIF district.
The council discussed setting the Truth in Taxation
meeting dates. The council has to have
two meetings at least one week apart. It
was determined that the regular council meeting will be held on December 3 at
the regular time with the truth in taxation meeting before at
There was discussion on Sunday liquor licenses. The Courtland Recreation Association was
wondering if they should have a Sunday license when they have ball tournaments
in order to sell beer. Schwartz stated
that there is nothing in our ordinance providing for this so he felt that when
we review that portion of our licensing ordinance perhaps we should add a
license for this stipulation.
Council members went through the budget to see where
they could make cuts. The city will not
receive as much Local Government Aid next year—with that aid dropping
$2000.00. Many different areas were
looked at as places to reduce the budget.
The proposed budget can be reduced, but not increased, over the next few
months. After much discussion the
council’s proposed tax levy for 2008 is $109,827.00, which is an increase of
9.7 percent over the 2007 budget. Schwartz made a motion to Resolution 07-111 for the Proposed tax Levy
for 2008, which will be $109,822.00.
Kollmann seconded the motion. The
motion carried on a 4-1 vote with the votes as follows: Kollmann, Poehler,
Schwartz, and Nielsen voted yes.
Schabert voted no.

Be it resolved by the council of the city of
Total Levy $109,822.00
The city
clerk is herby instructed to transmit a certified copy of this resolution to
the county auditor of
Adopted by the city council on the 6th day of September 2007.

Poehler addressed the council for the Courtland
Recreation Association on the possibility of getting water and sewer for the
new ball field. They would like to get
regular bathrooms and a water fountain.
He said that he told her that the council would have to discuss hook-up
fees. He said that at this point the
question was if they would be able to hook into the water and sewer main. The council said the hook-up fees would be
the same as for everyone else $750 for sewer and $250 for water.
Schwartz made a motion to adjourn. Nielsen seconded the motion. The motion carried with all in favor.
