The regular meeting of the City Council was called to order by Mayor Bob Schabert in the Courtland Community Center on Thursday, March 1, 2007 at 7:00pm.  All council members were present.

Schwartz made a motion to approve the written minutes of the February 1, 2007.  Nielsen seconded the motion.  The motion carried with all in favor.

Poehler made a motion to approve the February bills.  Kollmann seconded the motion.  The motion carried with all in favor.

Schabert gave the council copies of the possible revisions to the contract that the city has with the rural association for the fire department.  He said that Nierengarten is looking for any comments or suggestions from the council.  Next Wednesday the rural associations board will meet and go over the same papers and then forward all the suggestions to Nierengarten to do a final copy.  He said that there wouldn’t be any action taken on this matter at this meeting.

Poehler gave the council a preview of the preliminary plan for building an addition on the community center for an office for the city.  This would give the city more visibility for the public beside the fact that we would have storage and room for an extra desk for the administrator.  Schabert stated that we haven’t budgeted for an addition this year so we would have to wait until we have budgeted for this cost.  Estimated cost would be $26,000 to $30,000.

Schabert brought up the municipal insurance, which should be renewed.  Poehler questioned why the insurance for the community center is not in the community center budget as long as the city, recreation association and township are each contributing $3000 toward the centers operation costs.  He felt that the cost would be shared equally that way just like rest of the utilities.

Poehler made a motion to approve the League of Minnesota Cities Insurance Trust as our official insurance agent and to renew our municipality insurance for another year.  Schwartz seconded the motion.  The motion carried with all in favor.

Schwartz made a motion not to waive the tort limit as it relates to the policy.  Nielsen seconded the motion.  The motion carried with all in favor.

Schwartz made a motion to decline additional insurance on excess liability, open meeting law and petroleum.  Kollmann seconded the motion.  The motion carried with all in favor.

Schwartz made a motion to approve Resolution 07-103 supporting accelerating westerly state highway 14 four-lane.  Poehler seconded the motion.  The motion carried with all in favor.

Poehler made a motion to adjourn.  Kollmann seconded the motion.  The motion carried with all in favor.

The meeting adjourned at 8:25pm.
